Unassign phone numbers
Unassigning a phone number stops a Teams user from sending or receiving calls through Live Hub.
Live Hub counts every user with 'Enterprise Voice Enabled' as an active user and charges for them, so clear that check box and reset the routing policy as well as deleting the number. Otherwise you continue to pay for the user.
To unassign a phone number:

In the Navigation pane, expand Voice channels, and select Microsoft Teams.

Under Teams connection, click Manage.
The Teams Management portal opens in a new browser tab.

In the portal, select Users, and then find the user.

Right-click their row, and select Assign Phone Number.

In the Assign phone to subscriber dialog:
- Delete the phone number.
- Clear the 'Enterprise Voice Enabled' check box.
- From the 'Online Voice Routing Policy' list, select Global.
- Click OK.

Wait up to 10 minutes.
To watch progress, select Monitoring > Queued Changes. To run the queued changes immediately, click Process All. Even after every operation succeeds, the change takes a few more minutes to take effect.

On the Users screen, check that the number has gone from the user's row, and that the 'Online Voice Routing Policy' and 'Enterprise Voice Enabled' columns have updated with it.
If the change does not appear, refresh the browser or select Users again.
